A peer-reviewed journal for quantitative, reproducible engineering of observatory data quality under satellite-constellation and artificial-object interference.
The Journal of Constellation-Aware Observatory Data Quality Engineering (JCAODQE) is an international, peer-reviewed journal focused on the engineering, measurement, prediction, mitigation, and standardization of satellite-constellation and artificial-object effects on astronomical and space-science observations. It connects observational astronomy with instrumentation, radio-frequency engineering, data-quality science, research software, survey operations, and mission or constellation-impact analysis. The journal covers optical and infrared trails, artificial sky brightness, radio-frequency interference, calibration and systematic error, scheduling and avoidance, reconstruction and contamination-removal methods, resilient instrumentation, benchmark datasets, simulations, monitoring systems, and reporting standards. Submissions are expected to quantify effects, uncertainty, limitations, and downstream consequences for scientific data rather than merely describe the presence of interference.
Online ISSN: not yet assigned. Delvierre Publisher intends to request an online ISSN once this journal's inaugural issue meets the Romanian National ISSN Centre's eligibility requirements.
Current article processing charge: no APC.
Manuscripts are handled according to the published peer-review policy and publishing policies; only confirmed appointments appear on the editorial board. An ISSN identifies a journal but does not certify its scholarly quality or database indexing.
JCAODQE develops the engineering evidence needed to measure, predict, mitigate, and standardize artificial-object effects on astronomical and space-science data, with strong emphasis on uncertainty, validation, reproducibility, and operational use.
Operational planning, exposure-risk modelling, and mitigation rules for survey and observatory workflows.
Optical, infrared, and radio-frequency interference measurements with validated uncertainty accounting.
Reusable test sets, standards proposals, reproducibility packages, and data-quality metrics.
Image reconstruction and machine-learning methods must report residuals, downstream bias, calibration limits, failure modes, and effects on scientific measurements.
Design and validation work that improves resilience at sensor, telescope, observatory-network, or mission-planning level.
Astronomers and space-science researchers; observatory, telescope, and instrument engineers; optical, infrared, and radio-astronomy specialists; survey and telescope operations teams; calibration and data-quality scientists; research-software and pipeline developers; satellite-constellation impact researchers; spectrum and interference specialists; mission and observation-planning teams; and researchers developing mitigation, simulation, scheduling, monitoring, reconstruction, or standardization methods.
Founding Volume 1 welcomes validated benchmark datasets, methods papers, software tools, instrumentation studies, and engineering research addressing observatory data quality.
Reviewer advice informs editorial decisions but does not replace independent editorial judgement.
The journal uses double-anonymized peer review. Author and reviewer identities are concealed from one another. Research content is normally evaluated by at least two independent external experts.
Authors may suggest or oppose reviewers, but the editorial team is not required to use those suggestions. Editors assess expertise, independence, workload, and conflicts of interest before invitations are issued.
The handling editor evaluates the manuscript, reviewer reports, conflicts, and journal fit. Recommendations are advisory. The handling editor or Editor-in-Chief makes the final decision under the journal’s delegated editorial authority.
Reviewer-facing supplementary files may be included in the review package. Any article receiving a different form of editorial assessment will be labelled transparently on the published article page.
Appointments are published only after the invited editor has agreed to serve and the publisher office has completed the appointment record.
JCAODQE is owned and published by Delvierre Publisher. The Publisher formally appoints the Editor-in-Chief and editorial-board members after qualification and conflict-of-interest review. The Editor-in-Chief may recommend board appointments and retains independent responsibility for scholarly editorial decisions.
Authors retain copyright. All articles are published under the Creative Commons Attribution 4.0 International licence (CC BY 4.0).
Data, code, software, simulations, and benchmark materials should be deposited in suitable persistent repositories whenever possible and cited using persistent identifiers.
The formal long-term preservation arrangement is being established. No third-party preservation service will be claimed until an agreement is confirmed and publicly documented.
The editorial office reviews authorship, conflicts, research-integrity concerns, appeals, corrections, retractions, and post-publication issues using documented procedures and independent handling where a conflict exists.
JCAODQE is operated as Diamond Open Access during its founding volume. Authors are not charged a submission fee, article processing charge, page charge, or publication fee.
The journal does not accept advertising during its launch phase. Editorial content and decisions are kept independent from commercial activity.
